Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that the Parliament has to demonstrate Responsibility, scrutinizing the Budget for the Next Year

Meeting the residents of Vyshhorod of Kyiv region on Saturday, V.Lytvyn stated that the budget could not be characterized as a bad or a good one, hence, the Parliament had to scrutinize the document "as a draft in order to elaborate a real basic economic law necessary for the country".

"I suppose that The Verkhovna Rada has to demonstrate responsibility and decide whether it should be implemented, or forwarded for further drafting to the Cabinet of Ministers. It is necessary to take into account the economic situation", - stated the leader of the Ukrainian Parliament. He stated that he addressed the National Academy of Sciences of Ukraine with a request to deliver a speech on the socio-economic situation in the country and its consequences for the public. V.Lytvyn also stressed the necessity of holding a special Parliament´s meeting with the participation of the leaders of the State and the National Bank to listen to the report of the National Academy of Sciences. Afterwards, it would be possible to scrutinize the budget, stated V.Lytvyn.

According to V.Lytvyn, the state of Ukraine´s development corresponds to the level of 2004. The Chairman of The Verkhovna Rada of Ukraine declared: "Politicians destroy the country. Ukrainian authorities pose the main security threat. Everything else is simply an attempt to speculate in public feelings".

V.Lytvyn stated that he did not intend to revise his resolution concerning non-payment of wages for September to the deputies. "If one is willing to revise it, one must submit a resolution. The Verkhovna Rada only is authorized to cancel the resolution. However, the money will not be reimbursed", - he stated and added that non-working enterprises also paid no wages to the employees.
